“Oil and Gas Construction” trust of State Oil Company of Azerbaijan Republic (SOCAR) announces an open procurement competition (№25011AM-24) in order to  meet the demand for different paints and thinners


Documents to be submitted for participation in the competition:
Application letter for participation in the competition (the letter is attached);
Bank document on payment of the participation fee;
Bid (must be valid at least 60 calendar days after the date of opening the competition bids)
Application for participation in the competition (signed and sealed) and the bank document on payment for participation should be submitted in Azerbaijani, Russian or English languages no later than 27.03.2024, 17:30 ( p.m.) by Baku time, to the address of the Purchasing organization specified in the notice.
The copies of the required documents (except the bid) may be sent to the e-mail address of the contact person specified in the notice. In this case, the originals of the documents shall be submitted to the Purchasing Organization until the last day of submission of the bids. 


The deadline for submission of the bids:

Financial and technical proposal of the competition with 1 (one) original and 1 (one) copy (4 envelopes in total) 02.02.2024, Baku time: from 14:30 to 15:00 for registration at the Procuring organization must pass. The opening of tenders will be carried out in two stages. That is, after receiving the financial and technical proposals in separate sealed envelopes, the technical proposals will be evaluated first. Financial proposals will be kept at the Procuring Organization during the period of examination of technical proposals. After the end of the technical evaluation, the bidders will be invited to the purchasing organization at an appropriate time, the financial proposals of the Bidders who submitted an offer that does not meet the technical requirements of the set of basic conditions will be returned unopened, the proposals of the Bidders who successfully passed the technical evaluation will be opened and announced- The power of attorney must be presented by the Bidder's representatives submitting or withdrawing the proposal, and must be present on the identity document.
 Bidders who have submitted technical and financial proposals in the same envelope will not be accepted.
A power of attorney must be submitted by the Bidder's representatives submitting or withdrawing the bid and it must be on an identity document.
Bidder's representatives must come to the Procuring organization at least half an hour in advance to register.
Bid envelopes submitted after the specified date and time will be returned unopened.
Later changes regarding the person who will represent the applicant in the competition will not be accepted.
