Waha Oil Company ...Design and pavement of new two way asphalt roads (approx. 8 m width) at Waha OilField

Waha Oil Company (WOC) intends to float a tender for the design & pavement of a New Asphalt Roads at Waha OilField located about 250 km south of Brega city, according to the brief Scope of Work mentioned below on a turnkey basis.

We call upon the  specialized local & international companies licensed in the field of design & pavement of Asphalt Roads that have established themselves in the technical competence and experience and have the necessary financial & human resources and the execution equipment to complete this project and wish to participate in the pre-qualification stage for this tender, to submit an application together with filling out the questionnaire (hyperlink) or attend in person to receive a hard copy of the questionnaire at the address mentioned below and submit it within an integrated file with the required documents ( legal, financial and technical) in preparation for selecting the companies that have proven their eligibility to participate with a competitive offer in the bidding process for this tender.

Scope of Work (in Brief):

•             Design and pavement of new two way asphalt roads (approx. 8 m width) at Waha OilField as per the following:

•             Road between North Waha and South Defa stations (approx. 40 kms).

•             Road between Waha Field to Slug Catcher stations (approx. 26 kms).

•             Waha Camp Roads (approx. 10 kms).

•             Parking areas (approx. 7000 m2).

•             Carrying out survey work for the area and determine the quantities of cut and fill for the roadways, as well as preparing and submitting engineering designs and issued for construction drawings (according to the conceptual drawings), which includes defining the road path, longitudinal and transverse sections of the road, as well as designing the asphalt mix and pavement layers.

•             Construct new asphalt roads, which includes the required pavement layers, all intersections, concrete culverts under the road, parking lots, road markings, and roadsides and the provision of underground casings for future services, etc., taking into consideration the harsh climatic conditions in the desert in order to ensure safety usage of vehicle and heavy machinery.

•             Conducting all necessary tests and providing laboratories and equipment for that, as well as providing an Asphalt Plant at site.

•             Supplying all necessary materials and equipment, all of which must be of high quality and in accordance with the approved technical specifications, standards and sources, (all as per the details that will be shown in the ITB Documents and Appendices).

DOCUMENTS REQUIRED FOR PREQUALIFICATION:

•             Written application expressing the contractor’s interest to participate in the pre-qualification process for the tender of this project shall be submitted attaching WOC’s announcement signed and stamped together with a statement which declares your acceptance to all provisions of this announcement.

•             Fill out the attached questionnaire and submit it attaching with it all the required documents, including:

-              Statute of the company.

-              Establishment (Contract / Decision) of the company.

-              Updated valid abstract from Libyan Commercial Chamber.

-              Copy of Business License.

-              Registration in the country of origin.

-              A technical file that includes experience, curriculum vitae, machinery, company's manpower, etc.

-              Previous work experience supported with information on the number & list of similar projects executed inside and outside Libya.

•             Report of Chartered Accountant on the financial status of the company for the last three years / or for the number of years of services for the new companies, including financial statement, Balance Sheet for these years.

•             Certificate of Tax payment status addressed to WOC for the purpose of pre-qualification.

IMPORTANT NOTES:

•             To provide a hard copy and electronic copy (PDF) of the required documents in separate files according to the specialization (legal, financial, technical, & safety).

•             All documents received by WOC will be treated confidentially and shall be retained.

•             Project title, name & signature of authorized person & contractor stamp are to be clearly shown on all documents issued by the company wishing to participate in this prequalification.

•             All documents shall be submitted to the office of the Secretary, Tenders Committee at WOC Main office, Floor No. (32), Burj Bulayla Tower, Tripoli.

•             The deadline to submit your application is 12:00 NOON on Sunday August 13th  2023.

•             Due to the importance of the required work, it will not be possible to deal with any file that does not fulfill the conditions mentioned in this announcement.

•             Waha Oil Company reserves the right to verify/investigate the accuracy/ legitimacy of the information and documents received from the interested companies.

•             Participated company shall undertake the preparation of the necessary arrangement to allow WOC’s technical team to visit similar completed and in-progress projects for the purpose of inspecting and assessing the executed work.

•             The company, which successfully passes the pre-qualification stage, must organize a site visit to Waha OilField, accompanied by the tender package and its attachments, for the purpose of identifying the site conditions and collecting the necessary data for the purpose of preparing a competitive offer.

•             All interested companies are required to submit complete credentials as requested in this Announcement including companies that have been previously prequalified by Waha Oil Company.
