Overview of Tender

“The project consist from mainly (site visit, collect all required data, MECHANICAL FLOWLINE

TIE-IN OF WELL NO. G321, K9 and VI AT NAFOORA FIELD as described in the tender scope of work), this overview tender is not considered as a complete tender for the project, but the work description in scope of work and conditions documents is the first and last reference for the project work”.

 

1) Pay the price of scope of work specifications condition’s documents from Financial Department

All specialized companies that have experience and have established themselves in the competence and ability to implement well and wish to participate in the tender mentioned above and wants to participate for tenderhaveto go to the Finance Departmentin the Arabian Gulf Oil Company (AGOCO) to pay the Price of the scope of work specification and conditions documents bya working Libyan Bank certified check tothe account of the Arabian Gulf Oil Company (AGOCO), which is non-refundable, and receiptfroma financialdepartment is the one which will be receiveby the scope of work and condition’s documents, from main tender committee, be inform that the account must be is not personal or in cash flow.

 

2) Receive the scope of work specifications and condition’s documents from Main Tender Committee

Participates to receivethe tender scope of work specification and conditions documents which starting from the date of 11/06/2023 until 12:00 (noon) From the date of 25/06/2023 from Sunday until Thursday except for Friday, Saturday and official holidays and during official working hours. No request will be accepted after this date, also the Participate offer that is not matches the conditions and procedures for tender process and not paying the Price of the scope of work specifications and condition’s documents will not accepted. This date is considered the deadline for closing the tender specifications and conditions documents receiving, and shall be accompanied by the following:

 

  1. An official signed and stamped authorization letter issued by the Participate company wishing to participate in the tender and receive the specifications and conditions document, including the name of the representative, the Participate company’s name, the tender number, and the name of the project, with the identification of personal who will receipt the tender documents.
  2. A receipt from AGOCO financial department prove that the Participate company have pay the price of tender documents.

 

Participate company which complete the above process will receive the following documents from Tender Committee:

  1. The transparency and anti-corruption application form.
  2. The site visit application form.
  3. Tender project technical scope of work.
  4. Tender project commercial & AGOCO conditions scope of work.

 

3) Submit participatecompany bid offers to the Main Tender Committee

The offers of the Participate companies which participating in the tender will be submit to main tender committee through a directdelivery from Sunday 09/07/2023 until no later than 12:30 (noon) on Sunday to 23/07/2023, from Sunday until Thursday except for Friday, Saturday and public holidays and during The official working hours. No, submit request will accepted after this date. This date is considered the deadline for closing tender submit bid offers, and according to the following conditions:

  1. An official signed and stamped authorization letter issued by the participate company wishing to submit their tender  offer, this letter must be including the name of the representative, the participate company’s name, the tender number, and the name of the project, with the identification of personal who will submit participate company tender offer.
  2. Filling out transparency and anti-corruption application form, signed and stamped by the participate company.
  3. Filling out site visit application form, signed and stamped by the manager of the site who participate visited.
    1. A copy of work license (Valid).
    2. A copy of a recent Commercial Record Extract (Valid).
    3. A copy of record certificate of the Chamber of Commerce (Valid), and financial file
    4. A proof of tax payment (Valid).
    5. A copy of the decree of formation.
    6. A copy of the basic structure.
    7. A copy of a partnership agreement (if any)- if the participate company had incorporated or joined another legal person - certified by the local competent authorities or by those at the state headquarters-If the other party in the partnership agreement is a foreigner and approved by the Libyan embassy at the State Headquarters.
    8. Work permission from the competent ministry for the foreign participate companies.
    9. The applicant’s qualification and previous experience, supported with documents of the related field, including copies of the handing –over minutes of projects executed for the interested bodies.
    10. The participant, if accepted, shall facilitate the field visit procedures to his participate company’s headquarter for the Arabian Gulf Oil company representatives who authorized to examine all his available material and human capabilities.
    11. The participate company shall submit their offer in (5) separated envelopes, sealed and closed with red sealing wax, and stamp the bidder envelopes, writing clearly the name of the tender project, the tender number and the name of the participating on each envelope.

 

  • The first envelope:shall include a priced financial proposal offer (original + 1 copy), Prices are to be in Libyan Dinars, and should be written in both (clear price numbers and clear price words), in capital litters. Other currencies are also accepted, however, it should be exchanged as per the exchange rate announced by Libyan Central Bank in the date of priced bid opening, please note that the exchange rate will be fixed during the tendering process and execution of the project.

 

  • The second envelope:contain an un-priced financial proposal offer (original + 1 copy), financial conditions and the required payment method.

As an essential part of the bidding, the participate company is required to fully agree on the general tenders’ conditions of AGOCO, and with no reservations. It should be emphasized that prices SHOULD NOT be included, please be informed that any envelopes contrary to the above mentioned conditions will be regretfully excluded.

 

  • The third envelope:includes a technical proposal (original + 3 copies + electronic copy). As well as the validity of the proposal shall be three months at least from the closing date stated in this announcement.

 

  • The forth envelope:should contain a Bid Bond (a preliminarily guarantee in separate closed envelope).

 

  • The fifth envelope:should contain a company legal document as stated in the documents required above.

 

  • Also a participate company shall submit with the above requirements the signed and stamped both filled out (site visit application form, transparency and anti-corruption application form) separate, out of any envelope.

 

4) Important notices

  1. Companies wishing to receiving the tender documents and intend to submit an offer in solidarity with one or more partners, submitting a cooperation agreement concluded between them and Certified by the competent authorities, It provides for the obligation of its parties jointly and severally to carry out all actions and specifying the legal representative for the achieving of this agreement in front of the Arabian Gulf Oil Company (AGOCO), Any offer contrary to the above will not be accepted.

 

  1. The participate company at his own expense obtain a preliminary guarantee to the Arabian Gulf Oil Company (AGOCO) and maintain for the AGOCO a bid Bond in an amount equal )0.5%(half a percent of the submitted proposal, the guarantee must be acceptable to the Arabian Gulf Oil Company and returned to those who do not win the tender, value Such Bond shall be established as an irrevocable, certified cheque or unconditional and confirmed Letter of Guarantee or Stand-by Letter of Credit through a First Class Libyan bank or through a First Class European Bank (Bid bond is automatically revalidated), Bid Bond should be valid for at least 60 days after offer dead-end. Proposals with no attached full initial guarantee amount will regretfully be excluded.

 

  1. The lowest prices will not be the only criterion for awarding, and the Arabian Gulf Oil Company (AGOCO) has the right to cancel the tender without stating the reasons. The Arabian Gulf Oil Company (AGOCO) shall not bear any expenses incurred by the participant as a result of this cancellation, noting that the place for receiving and submitting the tender is at the following address:
