Waha Oil Company ... PREQUALIFICATION FOR THE TENDER “DESIGN and CONSTRUCTION OF A NEW BUILDING TO HOUSE TRANSPORTATION WORKSHOP AT WAHA OIL FIELD

Waha Oil Company (WOC) intends to launch a tender for the design & construction of a New Automotive Maintenance workshop at Waha Oil Field (using steel structure system) according to the (brief) scope of work mentioned below on a turnkey basis.

We, therefore, call upon the  specialized companies and licensed in the field of design & construction of steel structure building systems that have established themselves in the technical competence and experience and have the necessary financial and human resources to execute this project and wish to participate in the pre-qualification stage for this tender, to submit an application together with filling out the questionnaire (hyperlink) or attend in person to receive a hard copy of the questionnaire at the address mentioned below and submit it within an integrated file with the required documents (legal, financial and technical) in preparation for selecting the companies that have proven their eligibility to participate with a competitive offer in the bidding process for this tender.

Scope of Work (in Brief):

•             The new workshop building is to be fully designed and constructed of a concrete foundation, a steel structure, and walls made of insulating panels (sandwich) and cement blocks. The building is equipped with one overhead (5 tones) crane and car jacks, with offices, toilets, and storage rooms for tools and materials with an approximately total covered area of 1,600 square meters.

•             Prepare and submit the detailed design and the required engineering drawings and AFC drawings (architectural, civil, structural, electro-mechanical & ICT, and supply all materials for the construction of the works for Waha oil Field Workshop, which shall include external pavements, and walkways, electrical, mechanical and communication networks. Purchase and install air-conditioning units that must be of high quality and commensurate with the desert environment. Waha workshop (details will be shown in the Bid Documents and Appendices).

•             Contractor shall undertake the preparation of the necessary arrangement to allow the WOC technical team to visit his similar completed and in-progress projects for the purpose of inspecting and asses the executed work.

•             We recommended the company, which successfully passes the pre-qualification stage, must organize a site visit to Waha Oil Field, accompanied by the tender package and its attachments, for the purpose of identifying the site conditions and collecting the necessary data for the purpose of preparing a competitive offer.

DOCUMENTS REQUIRED FOR PREQUALIFICATION:

•             Written application expressing the contractor’s interest to participate in the initial qualification for this project shall be submitted attaching WOC’s announcement signed and stamped together with a statement which declares your acceptance to all provisions of this announcement.

•             Fill out the attached questionnaire and submit it attaching with it all the required documents, including:

-              Statute of the company.

-              Establishment Contract / Decision of the company.

-              Updated valid abstract from Libyan Commercial Chamber.

-              Copy of Business License.

-              Registration in the country of origin.

-              Previous work experience supported with information on the number & list of similar projects executed inside and outside Libya.

•             Report of Chartered Accountant on the financial status of the company for the last three years / or for the number of years of services for the new companies, including financial statement, Balance Sheet for these years.

•             Certificate of Tax payment status addressed to WOC for the purpose of pre-qualification. 

IMPORTANT NOTES:

•             To provide a hard copy and electronic copy (PDF) of the required documents in separate files according to the specialization (legal, financial, technical, & safety).

•             All documents received by WOC will be treated confidentially and shall be retained.

•             Project title, name & signature of authorized person & contractor stamp are to be clearly shown on all documents issued by the company wishing to participate in this prequalification.

•             All documents shall be submitted to the office of the Secretary, Tenders Committee at WOC Main office, Floor No. (32), Burj Bulayla Tower, Tripoli.

•             The deadline to submit your application is 12:00 NOON on Wednesday July 5th 2023.

•             Due to the importance of the required work, it will not be possible to deal with any file that does not fulfill the conditions mentioned in this announcement.

•             Waha Oil Company reserves the right to verify/investigate the accuracy/legitimacy of the information and documents received from the interested companies.

•             All interested companies are required to submit complete credentials as requested in this Announcement including companies that have been previously prequalified by Waha Oil Company.
