Brega Petroleum Marketing Company intends to announce the Pre- qualification to Maintenance and Upgrading of the Substation in the Heavy Fuel Oil - Tobruk which is summarized in the following essential items:-

1. Site survey to identify the existing electrical works in the substation.

2. Dismantling / Removal works of existing electrical equipment.

3. Supply, install, commissioning & test of (1) (MV-1B), (6.6Kv).

4. Supply, install, commissioning & test of (1) (MCC-1B), (0.4kv).

5. Supply, install, commissioning & test of (1) (MCC-2B), (0.4kv).

6. Supply, install, commissioning & test of (1) Lighting Panel (LP-1B), (0.4Kv).

7. Supply, install & Commissioning & test of (2) Ring Main Unit (RMU).

8. Supply, install & Commissioning & test of (2) Power Transformer (630Kva)، 6.6kv/0.4kv.

9. Supply & install Cables with a different (lengths & Cross section areas).

10. Implementation of some civil works represented in the following:-

• Disassembling / Removal the metal doors & metal stairs.

• Supply & install of (Metal galvanized double sided doors, Aluminium double sided doors- Metal galvanized stairs - Outdoor guarding fence beneath the substation)

• Supply & implement the reinforce concrete C30 of the stair's Foundations.

• Supply & implement the interior coat of substation.

• Supply & implement the anti-corrosion coating for the metal fence next to the substation.

• Supply and install of lighting fixture and replacement of the damaged switch gangs , junction boxes and wires.

11. Prepare & provide a complete set of Engineering Drawings (As Built Drawing), at the end of the project.

For all Local and Foreign companies that specialized in this field and have possessing relevant experience with technical and financial capabilities are invited to express their interest in participation to execute this project by submitting their files for the pre-qualification according to the following terms and conditions:

* Provide organisation's articles of incorporationa cover letter expressing of interest to participate in the tender and the documents for the registration in Libya (Official evidence attesting registration at the commerce registration office, valid business license and valid tax clearance certificate).

* Provide the financial status.

* Provide a previous reference list supported by an experience letters in a similar work.

* Full address of the company headquarter and its branches, telephone, Fax numbers, email and website address.

* Provide all above-mentioned documents in a hardcopy and a softcopy.

* Important Notes:

* Dealing within officially assigned representatives only.

* Companies that are not registered in Libya are permitted to participate in the tender provided that they fulfill the financial and technical conditions mentioned on this announcement, with submitting a pledge to register with the competent authorities in the Libyan state to submit the required documents within a maximum period of thirty days from the date of notification of intention to award.

* The files can be submitted by several contractors in solidarity with each other, taking into account the following controls:

a) The solidarity must be carried out under an agreement concluded between the solidarity parties and ratified by the competent authorities in accordance with the provisions of the legislation in force.

b) The solidarity agreement should include the obligation of the Solidarity members, collectively and individually, to carry out all the required works and services..

c) The agreement should clarify the legal representative of the solidarity parties in front of the company to complete the contracting procedures.

d) It is not permissible for any of a Solidarity members to submit a individual offer or Solidarity with another competitor of the project.

* Provide all above-mentioned documents in a hardcopy and a softcopy.

* Documents shall be submitted to the secretary of the High Tenders Committee in a sealed envelope addressed to Brega Petroleum Marketing Company/High Tenders Committee, located at Tripoli International Airport Road, Brega’s Finance department building, Tripoli, near Tripoli Oil Terminal.

* The invitation of participation in the tender and handing-over specification and general terms and conditions documents only for companies that found qualified through the pre-qualification evaluation result.

The deadline to submit files is at 12:00 pm on Sunday 09/07/2023.

Submitted files without the required documents will be rejected
